The 4690k is a desktop CPU and the 7300hq is a laptop CPU. Laptop CPUs have lower clocks to use less battery life. The desktop will definitely win out and it wont be close.

Gaming is GPU and RAM dependant as well, it doesn't just run on the CPU alone.
Are you and your friend both using integrated graphics, and have the same amount of RAM?

The 4790K is a more powerful CPU, but it has a very weak GPU built in. The one place where the 7300hq is better is that it has a much better GPU.

If your friend has the same amount of RAM and had a dedicated gaming graphics card your machine would not even come near it.

You are comparing apples and oranges. There is a lot more that goes frame rate in a game than the CPU. Are you both running the same GPU? The same RAM? At the same resolution? Those will all have a big impact in gaming frame rate.

Since you are comparing a desktop CPU to a mobile CPU, there is no way you are comparing the same hardware, becuase they are completely different platforms.
