Laptop overheat when cpu load 100%

My toshiba satellite rising up to 75 to 80 celsius(i use coretemp) when cpu load 100% at more than 30 seconds durations. The tasks is System, service hosts, windows update and softwars update(on task manager). Also i have a cooling pad, my laptop is clean also no dust inside. It still happen since my laptop is new. But it is normal to reach that??? Because many others says it is normal...
 
If you have a 7th,8th, or 9th generation Intel processor I7 or I9, yes it is normal to have those temperatures when at 100%. They are hot processors. Those Intel processors can go up to 100 degrees before they start throttling.

To give you a more specific answer, I would need you to tell us what your computer specifications are.....motherboard, processor, etc....so we will have a better understanding.

My Toshiba is Satellite L55-A. Also intel core i5-333U CPU. I play games like sims 4 can totally rise temp and overload cpu. But if not some task like system, services hosts and other updates can force cpu to 100 and 2600gigahertz. Also when in balanced power plan. So i always on power saver and eco mode.
 
Your computer could be getting old enough that the Thermal Interface Material (TIM) between your cpu and the heatsink. If you have dropped your laptop, it could have jarred the heatsink and caused that.

I would take a look at that, and have new TIM put on your heatsink/CPU. That requires care tho, so find someone who knows what they are doing.
