Please help me, Trying to lower cpu clock

Hi! So I have a AMD Phenom II x6 1405T and for some reason, When i lower the speed from 225 to 210 on a 14.5 multiplier and save it it keeps going back to 225. I'm trying to lower my clock speed because my cpu has been giving me issues with being at 3.2 ghz, Its base clock is 3 ghz. I know i should be able to overclock it but for some reason its being mean. Could someone help me?
My motherboard is a MSI gaming 970

EDIT: I lowered my multiplier to x14 from x14.5 and my cpu lowered to a 3.14 Can someone explain to me why this happens?

OK well from my notes I remember utilizing the Overclocking guide as posted at Overclock.net. It has some helpful info on Overclocking Phenom II.

If your entering correct values and saving before exit in Bios, then I can't explain why it won't accept the Overclock.

There are two ways to change your CPU frequency. One is to increase your BCLK and the other is to change your multiplier. eg: 200bclk x 14.5multiplier = 2900Mhz
Leave your base clock at default.
Clear your CMOS and use 200bclk and try 15multiplier. 200 x 15 = 3000MHz

This should be attainable unless your running into temperature issues probably caused by inadequate cooling.

So, I put it down to 200 mhz on a 15x and it said it would give me 3000mhz, But when loaded into windows i had 3.25 ghz? When going into bios it said it was set back to 225, It will not go higher or lower. It will always set me back to 225. I tried uping the multiplier to see what that did, Trying to go to 3.6 ghz didnt work, It said in bios it worked. But in windows it doesnt. If i lower the multiplier to 14 and run it at 3.15 ghz it works. on a 225fbs

 
Don't know why your Base clock keeps reverting back to 225 if you saved it, unless your Bios is corrupt then clearing CMOS should have fixed that. Try re-flashing your Bios with the latest version if not already done so.
I have also found that a slight NB voltage increase helps when increasing fsb.

Sorry for not responding, I went to bed, Was very tired. I will pop out the cmos battery and unplug the power supply for 10 minutes and pop it back in and see if that helps. I already have the latest bios (m.4) on the msi gaming 970. So i dont think thats the issue, I was reading somewhere that this cpu is locked. But that would not make any sense since i can raise it up to 3.25 ghz and base clock is 3 ghz, And even at that. People have got this cpu to get up to 3.6 ghz before.. So it cant be locked. right?
 
Well I had the same CPU many moons ago and had it clocked to 3.2GHz initially then installed an AIO H105 as my first water cooler and got 3.6GHz so yea the CPU is Overclockable.
I'll try to dig up Bios settings for your CPU and MB combo once you successfully clear CMOS.
If you make any changes in Bios, let me know.

So, This is a big surprise, This computer was given to me as is, Never messed around with anything. Found out about 10 minutes ago, That it is NOT a 1405t, Its actually a AMD phenom II x4 840T!! The reason is was reading wrong was because it was actually unlocked to 6 cores, A extra 2 cores. Weird as hell. But still it wont accept my overclock, Even after clearing the cmos and hitting it with a "3.4 ghz" overclock, In windows it still does not hit 3.4 ghz. Would you know why it would not even accept a overclock?
