The reason 3200MHz is not recognized is because 3200MHz is OC RAM and not the JDEC standard.
During Post cycle your system RAM is interrogated and the best most stable values in Bios are set and the system then boots. The values set are not for performance but more for stability and the system default is 2133MHz.
To get their rated frequency involves changing Primary Timings and DRAM Voltage in Bios.
Disable XMP and manually enter your SPD values. If still no go then loosen timings 1 point and slowly increase DRAM Voltage by .01 voltage increments. Do not exceed 1.4 volts. Sometimes a 2T command rate will do the trick.
Make sure your Bios is up to date.
