FPS don't match the system BO4 PC

I enjoy the new BO4, but I've seen a bottleneck. I don't know if its the CPU or the GPU, or possible the ram. I average 48-56 fps which look a lot choppier and stuttery than you'd think it was.

Bo4 Minimum Requirements:
CPU: Intel Core i5-2500K or AMD equivalent.
RAM: 8GB.
GPU: Nvidia GeForce GTX 660 2 GB / GTX 1050 2GB or AMD Radeon HD 7850.

My Specs:
CPU: Intel Core i5-7400 3.00ghz
Ram: 8GB (1x8 2400mhz)
GPU: Nvidia GeForce Gtx 1050ti SSC (EVGA)
SSD: Samsung Evo 860 (256 GB)
PSU: EVGA 600 Watt (80+ Certified)

Vsync is always off and the stuttering appears when I ADS and we are both shooting. Fps don't really go up when I lower the settings.
 


Did you check for newer video card drivers? If FPS don't change with quality changes that shows a bottleneck with the CPU, but your CPU matches recommended requirements so that should not be the case. Are you at 1080 resolution with a 60hz monitor or are you higher than that? If you go from low settings then test med, etc, are you seeing about a 10 fps boost between each?

Everything is up-to-date when I put the settings higher, I get severe stuttering when ADSing, not as bad with lower settings, even though the fps stay the same with increased graphical settings.

What is your *exact* FPS at what *exact* settings? Youtube benchmarks aren't what I prefer, but there isn't a lot of benchmarking of this game otherwise, and people with systems at or near these specs do struggle to maintain 50 fps at higher 1080p settings (even dipping below at Medium in multiplayer). The RAM situation isn't great, but I expect it's not helping and I expect you're running out of VRAM at the higher texture settings, causing the low floor for framerates.

I ran the game at low preset at got 70-80 fps at all times, but would drop to 48ish when intensity with bombs, gunfights, ADS became present. Then I put it too mainly highish-medium preset achieving the same fps and the same drops when the same bombs, gunfights, and ADS occurred. Is that a ram bottleneck?
