What CPU can I have for my HP worksation xw4600? Is the 750ti an option?

If this is your workstation, you should be able to run the GTX 750 Ti, yes. In fact, with the 475W PSU, you can go better than that. But anything beyond the GTX 1050/1050 Ti will be bottle-necked by the old Core 2 Quad Q6600 in most modern AAA games.

Wait so what gtx 750ti should I get. Any low profile ones?

The graphics card doesn't have to be low profile unless you have a reason for preferring that model.
Any of these should be fine. A few may require a 6-pin connection, so check that your PSU has one.
The GTX 750 Ti is a bit old, that's why there aren't too many choices anymore (new). Look into the GTX 1050 or 1050 Ti as well. It is the next gen version of the GTX 750 Ti.
