[SOLVED] FPS drops with Low CPU, GPU, and RAM usage

Ok, so recently I have noticed that my computer has been having a hard time keeping frames above 144 pretty much at all times when playing games (both fullscreen and windowed). So far the only games I have really tested are Overwatch, Star Wars Battlefront 2, and Fortnite, although I did notice some minor hitching in some other games but didn't think much of it until now. I never had issues before and suddenly the computer seems to be struggling to keep frame rates high.

When I play I notice that the GPU sits at a VERY low usage percentage most of the time, like less than 10% sometimes and at most it will jump to 40ish% for a short period, but it's not even enough that the fans on the card ramp up. The CPU usage sits around ~30% as well, and the RAM usage only hits about 9-10GB of the 32 available.

Temperatures on everything also seem completely normal. I have tons of fans in the case and it has a corsair self-contained water cooler for the CPU. Temperatures on the GPU at the HIGHEST get to like 63C (briefly), but usually they're in mid-50's while gaming and 30's to 40's at idle. All other temps on the computer are typically below the GPU temp, never higher.

I have no overclocks set on any of the equipment because I have never needed it, everything runs default settings. Just to test it out I set everything to the lowest settings in Overwatch and uncapped the fps. I would get brief moments where it would go to 200+ right as maps loaded, but as soon as everything loaded in it all dropped to 160 at the highest. Once I get into combat where everyone is at, the fps drops to 100-110 with frequent drops to 80-90. The same goes for every game I’ve tried.

I have updated drivers, set priority to high, changed NVIDIA graphics settings to default and then performance, among other various things I can’t think of at the moment. Nothing seems to make any difference at all. I play on a 144Hz monitor, but I have tried changing the refresh rate to 60hz and also 120hz just to see if it made a difference, it didn’t.

Hopefully I didn’t leave anything out, wanted to be as detailed as possible because it doesn’t make sense to me. I don’t know when this started happening either as I took a little bit of a break (3-4 months) playing on pc, only played sporadically. I only recently really sat down again and noticed it. For months the computer would run the game over 200fps almost all of the time in the same scenarios above.

Sorry for the lengthy post, I just can’t seem to figure this out.
 
Solution
Nevermind I figured it out. Reset all of my BIOS settings and made sure they were all correct everywhere again. Performed another clean install of all of the drivers and the issue disappeared this time. Not sure what happened but its all good now.
