gigabyte z370m d3h ram OC ?

hi guys i just want to ask about the RAM OC thing it says on my motherboard. I was initially getting a corsair 2666 DDR4 about $186 but when I saw the corsair 3200 ddr4 is way cheaper around $156.

so which brings me to my question. according to my board it supports 3200 (O.C). I don't get this part. sorry I'm not really techie. does that mean I can't have a 3200 that is not overclocked?

currently using a corsiar vengeance 2400 8gb

ok im not really familiar with overclocking and i never done it. so wait. does that mean I can't use a stock 3200 ram if I get a new one? i was planning on getting a Corsair Vengeance RGB 16GB Dual DDR4 3200Mhz
