My 1070 can't run most AAA at 1080p max settings

This is my first pc build and I'm wondering what's holding me back from being able to run the game at max graphics, I've noticed not only do most games don't seem to run as well as I expected them to but when running for example Assassin's Creed Odyssey at medium settings on a 1080p monitor gets me below 60fps tops I'm really starting to think there must be something wrong, here's a 3d mark test https://www.3dmark.com/3dm11/13056853

I would also like to add that I overclocked my cpu at 4.1ghz and I have 16gb of HyperX DDR3 ram with a Neo Power 650 Blue power supply. My 1070 is from MSI it's the Aero 8gb variant.

You think upgrading to a MSI X370 GAMING PRO CARBON motherboard with a AMD RYZEN 7 2700 3.2ghz cpu and some DDR4 ram would do any good? I already bought a AM4 compatible fan to overclock the cpu to 4.1 ghz and I have my own thermal paste for the cpu as well. I really just don't want to end up wasting money on something that won't last like more than a year as I'm a student renting an appartment and I'm very short on money most of the time
 


Also to add to this, unless a new line of motherboards are announced you want to be looking at either a B450 board or an X470.

the X470 will allow more overclocking headroom but if you dont intend to do overclocking go with a B450
