@jeremyj_83, geography isn't my strong suit (clearly). Anyways the OP's best bet is probably going to be something similar to what I posted. AM4 would be good for a upgrade path, case is more the OP's choice and as long as the PSU is decent 450W will work fine.

Here is another build. Sadly it is over your budget, but there aren't any good PSUs for a decent price, so might as well spend the extra 15 Euro for one of the best price/performance PSUs out there.
I would recommend finding some case fans and making sure you have an exhaust fan as well.

EVGA 450 BT, 80+ Bronze 450W, will this power supply work?
It's pretty good, the only small issue I see is that you may want faster memory as Ryzen performs better with it but if 2400 is all you can afford then its ok.
