A re-paste won't help you if that's how the fan curve is set up - low speed until temperatures are high enough to bother with pushing more air.

If 50C bothers you, you should look into increasing the minimum fan speed. Some laptops outright turn the fans off until a minimum threshold is exceeded, which makes sense for minimizing power draw.
 
I agree with volkgren. My laptop idles at 45C, but under full load barely touches 90C, and that is with a 7700HQ. Generally laptops save fans and let components run a little hotter in the name of quiet operation. Generally idle temps of 40c-50c aren't that bad on a high power mobile CPU.

Our assessments would be helped by some specifics on the laptop though, like brand, model, cpu, gpu, etc.
