Since PBO refers to a set of features on motherboard BIOS that allows tweaking of boost parameters I'd imagine you can use those features. But you won't ever get the same results as you can on an "X" CPU since they uniquely have XFR2 which allows boosting to higher clock speeds than the non-"X" CPU's.

I think most non-'X' CPU's allow you to get an all-core overclock to a speed higher than their maximum boost clock speed, but not as high as an 'X' CPU can get at it's highest boost clock speed.
