Mouse and Keyboard not working with new computer.

Hello everyone, I recently replaced a bunch of old parts in my computer to the point where its practically a new PC entirely. My problem is that whenever I start everything up my mouse and keyboard stop working upon reaching the Windows 7 login screen. Theyre technically powered and have their lights on, but I cant seem to move them at all. Ive looked through a number of threads on this site, but none of them helped.

For my computer I have a z390 Aorus Ultra, a intel i7-9700k cpu, an 8gb radeon rx 580 gpu and 2 8gb g.skill tridentZ rgb series RAM sticks. Any advice would be greatly appreciated.

It does not. I should mention that Im also unable to install the drivers for the new mobo. Not sure if that could be the issue or not.

Yes, I tried all the usb ports. I think I've discovered the issue, however. Seems z390 mobos don't support Windows 7, so that means no usb support until I upgrade to 10 if I'm reading it correctly. Now I just need to figure out how to do that without the m/kb
