Power Supply wont turn on when connected to Motherboard

I Build a new computer with water cooling system.
I use Z370 Aorus Ultra Faming Motherboard with intel 87k
PSU : Thermaltake 600w RGB

PSU work when using jump plug, I tested my water-cooling system.
However after connect it to the motherboard psu won't start or no lights coming, However RAM RGB lights turn on. nothing else. I checked all the cable to that connected to the motherboard, everything is fine. any help would be appreciate.

 
Making sure that you have all the cables connected including front panel, CPU power at the top of the motherboard, PCI-e Power for the GPU etc...and apologies as I am sure you have done this....But try booting with just one stick of RAM first...

I tried with one memory stick and still the same. I can see RGB light on the Memory, but nothing else coming up or PSU won't turn on.
 
Okay, we know you are getting power as the RAM RGB lights come on....I think you should remove the cooling system and reinstall the CPU just to make sure.. I did read on onother thread that someone had the same issue as yours but when he took everything of and re-installed the CPU it worked fine..worth trying..

Update: I actually tried removed everything and plug them again, it doesn't work at all. I am suspecting maybe motherboard doesn't work , but when I turn PSU power quick motherboard LED come up then goes, after press power switch on the case, ram rob lights only turn on. I Checked all the cables.

Reminder : I have 8 pin CPU power , but I cannot connect 8 pin to the motherboard because CPU connect not fit , so I use only 4 connection.
