That's up to you. Waiting until CES in January might at least give you an idea of what the core counts...
It's hard to say, all we have now are a bunch of unconfirmed rumours and leaks that may or may not be accurate. Supposedly AMD is going to be announcing the new Ryzen chips at CES in January, but retail launch likely won't be until March or April, and who knows what availability will look like for those first couple of months.

If you need a computer now, then the 8700k is still a very good choice for high refresh gaming. If you're willing to wait another 3-5 months and stick with whatever it is you have, then we're close enough to launch that it may be worth waiting assuming you're not just stuck with some Chromebook that can barely browse the internet or something like that.

I think I have read every article and watched every video speculating on the Zen 2 architecture. I am taking everything I see with a grain of salt because none of us will know until AMD decides to tell us. I would love the rumors to be true, but it is too soon to believe any of it. Also, keep in mind when it comes to tech there is always something better around the corner.

I am going to sound like my father here, but "ultimately you have to decide on the here and now, or speculation down the road and sometimes the road is full of pot holes"

thanks for your replies right now i have a ryzen 3 2200g and a 1060 6gb i have read the 2200g really dose bottleneck the 1060 (i know it probably werent the best option but it was my very first pc i had built) iam looking to upgrade to the 2080 about half way through next year and thought it would be great to get all the performance i could out of the 1060 before i upgrade should this change my decison or should i wait

Since you already have an AM4 motherboard, you're probably better off just waiting. Getting an 8700k is going to require a new motherboard as well, and your system is mostly balanced okay with the 1060 and 2200G. There are some AAA titles where you may be getting CPU limited due to lack of threads, but that's probably not enough to really consider moving to another platform altogether when there are still plenty of upgrade options for your existing board.

would the asrock b450m-hdv micro atx motherboard be fine for something like a zen2 equivalent of the 2700x

That board doesn't look to have the greatest VRM on it, so it probably wouldn't be a great idea to put the top tier 3000 series Ryzen chip on it (especially if they add more cores). An 8 core chip might work, though I wouldn't recommend overclocking. It's hard to say for sure until they are actually out and people figure out what their actual power draw is like.

so if i choose to go zen 2 i would probably have to upgrade the motherboard aswell

Possibly if you want to get something like the rumoured 16 core CPU or if you want to get into serious overclocking. It's hard to say until they actually are out and people have tested them. In theory the process shrink should improve power efficiency and make running something like a 6 or 8 core easier on boards with weaker VRMs, but if AMD does what Intel is currently doing with very aggressive Turbo clocks that push rather high voltages, then the power draw could be quite high at default settings.

thanks for your help should i wait until zen2 actually gets revealed or should i wait until there actually released

That's up to you. Waiting until CES in January might at least give you an idea of what the core counts, clocks and maybe TDPs are (though as Intel has shown those can be very loose guidelines that are easily ignored) and then at that point I guess you can decide whether you want to wait for Zen2 launch or just put an existing Ryzen chip onto your current board and ride that out for a while. You could put a 6 or 8 core Ryzen chip onto your current board, you just don't want to overclock them with that weaker VRM.
