Can You Use A PC Without A Hard Drive?

Recently my Grandma gave me her old PC for free, and I thought I'd see how it runs. Upon looking inside though, I found that the hard drive was missing as she had carried that over to her new PC. Can I boot windows 10 from a usb stick and run the PC without having to order another hard drive?

No, Windows requires a storage device (HDD, SSD). You can test it out using a Live Linux stick though to be sure that everything works before buying a storage device --- I would recommend an SSD as they are getting quite cheap for 250 to 500GB models.

You need a working computer with an Internet connection, a USB stick, and THIS tool makes it very easy. I like Mint 32 for such things, but it is a preference thing.
