My Rosewill 550w power supply has two connectors that go to the motherboard the 24 pin and the 8 pin. When I don't have the 8 pin plugged in the fans spin and the lights turn on, but the pc doesn't enter bios. When it is plugged in, the fans and the lights turn on for about a second, but then it shuts off.
My hardware:
NZXT Phantom 410
Gigabyte z370p d3 (motherboard)
Gigabyte GTX 1060 6gb
Kingston 120gb ssd
WD Blue 1tb HDD
Intel i5 7500
16gb Ram 2400mhz corsair vegnance
Rosewill 550w power supply
Intel stock cpu cooler
