[SOLVED] PC shuts on, then off again; repeats indefinitely until turned off

Last week I had taken apart my computer to clean it out, redo cable management, and reapply thermal paste. Once I'd put it back together, I encountered the problem where the computer would turn on, fans and all, then after a few seconds and no POST, would shut off. This would continue indefinitely until I turned off the power supply.

First I tried reseating the cables, double checking for any loose screws that may be causing a short. Once I validated that and ran into the problem again, I reset the CMOS. Once again, I encountered the same problem. I took apart the whole thing again, then just stripped it to the bare components; PSU, motherboard, CPU, and CPU cooler. I ran into the same problem, even when changing wires.

By this point, I have tried everything I could think of, and have even replaced the Thermal Paste, CPU, motherboard, and PSU. The only thing that I haven't replaced is the cooler, which I don't see how it would've broken down during cleanup. Any help is appreciated.

Solution
Consider that it could be the cooler.

May not be "broken" per se but there may now be some blockage or other problem caused by the cooler's being removed or reinstalled.
