Today, there are no graphics cards that are significantly degraded by running at X8 in a gaming situation.

It is not clear to me if you are asking about sli in which two gpu cards actin concert, or if you have an app which needs multiple independent graphics cards.
In the latter case, look at a X299 based motherboard which can handle several gpu's at X16.
You will likely want a very expensive processor for maximum gaming.

Doesn't matter. What are you trying to ask? Which cpu is best for 4K gaming or do I need SLI for 4K gaming or is SLI with two 8x PCI lanes good enough?

4K gaming is all about the video card.

Now to answer your title question. To get 16X PCI lanes for both your video cards you need an

X299 Intel HEDT motherboard or
X399 AMD Threadripper motherboard

X299 CPUs have 44 PCI lanes
X399 Threadrippers have 64 PCI lanes

My plan is to get a system that can do the job reasonably well and when PCIe 4.0/5.0 components come out, possibly change the CPU to the more expensive Xeon (Cascade Lake with meltdown and spectre taken care off at hardware level) and the motherboard while recycling the rest. What do you think of this plan?
