[SOLVED] CPU at 100% usage, changing graphics in-game from ultra to low doesn't affect fps as it should

Guys, I've now been trying for months to solve this problem. I recently bought a GTX 1080, which is paired with an intel cpu i5-7600k @ 4.2 Ghz and 16gb ram @ 2666 Mhz (XMP Profile). I've been having problems getting constant 144fps while playing Black Ops 4. I've been getting around 100-110 fps while having medium settings. Then I tried running the game while checking usage % with OSD and saw that static 100% usage for my cpu while the gpu sat down at 60%-70%. Explored different in-game settings but nothing changed drastically. The next thing I tried was lowering the graphics in-game to the lowest available, but still had bad fps (about 70-80fps) while the gpu usage lowered to 30-40%.

Saw some more forums and people say that a 1080 is overkill for 1080p gaming overall, and even more when playing at low settings, which is why I thought the game must be stressing the CPU to 100% usage while the GPU rests. Tried going back to high graphic settings but can't even reach 144fps at all.

Is my CPU bottlenecking my GPU? Is there anything you guys think I could try? My thermals look ok, my userbenchmark looks great when testing each component individually, but I've got no real explanation as to why can't I get high fps when playing at low settings when some friends with lower specs (and streaming at the same time) do get those high fps.

Checked OSD usage %s while playing R6S and had the same 100% Cpu usage problem.

The CPU is bottlenecking the GPU at 1080P.

So either get a new i7 CPU like a 7700K or get a new 1440P monitor.

what would you recommend as an upgrade? I'm still not sure why I don't get higher fps when lowering settings drastically...

Yeah I heard this before. I'll try gaming in my friend's 1440P monitor to see what changes, but I've tried upscaling resolution in my 1080P monitor (Black Ops 4) to 125 and 150 and I see no increase in fps, just a bit of load off the cpu (down to 85-90% usage)

By the way, fixing the bottleneck by doing that will not raise the fps. It would simple bring the gpu load on par with the cpu
