windows error 0xc000000f

Computer is not able to boot windows due to error 0xc000000f, for some reason I am able get windows to boot when I select boot device "windows boot manager :name of my hard drive" but it will not boot from either my hard drive normally or my ssd . Pretty sure this problem came about when I made my hdd not read only and set it as active on the advice that it would fix steam showing my games as uninstalled even when they actually were installed. Already tried rebuilding but I don't really know.

I have already tried the fixes shown from searching the error code, but when I enter bootrec /FixBoot into a command prompt from my windows 10 backup usb, I would either get the access denied or element not found error code and could not find a way to fix it despite following the tutorials on how to fix it. Is there anyway I could fix this from my windows 10 desktop since i am actually able to get there, while still being able to save my files?

I don't think I was clear enough in my previous post, I'm able to boot up to windows 10, but not through my ssd or my hdd where I have windows 10 installed on both, when selecting a boot device from my motherboards boot screen, I choose Windows boot manager and next to it is the name of my hard drive and that is the only way I'm actually able to get windows 10 to boot properly, everything runs correctly when i do this and all my files are there, but I'd like to find a more permanent fix
