GPU or CPU Upgrade?

It kinda depends... The CPU upgrade would be better if you also expect to upgrade the gfx card soon. But you probably won't see much performance increase as long as you have the RX-560 unless you are mostly hampered by multiplayer lag on busy servers. Then the stronger 2200g would be a boon.

Both are really on the lower scale.
It would really depend on what you are playing/using your system for.
Platform upgrade as suggested would give most performance at this time (out of the two options).
AMD has 3rd gen ryzen coming soon, wait for that. It'll cost you about 400$ to do the upgrade if going for the good juicy stuff r3600 . Or if you go with 2200g, your in mid-high 200s$.
The "3300g" or varient may come a bit more beefed up. It's worth the wait.
If working with an independent GPU, It's better to go with the ryzen x600 series. If you are looking primarily at 2200g for gaming, then you'll get pointed towards i3-8100, which for a similar price has a better single thread performance, which results in better frame rate (not significant), but it provides much higher minimum frame rate (frame rate dips), which make a big difference.
Have a thought, I would wait to see what AMD serves up. Should hear something in a week I believe.
