If we increase dedicated video memory on laptop then where does this increased memory come from?? If it is taken from ram then will our ram be decreased???

It is taken from your RAM memory. If your laptop does not have a lot of RAM memory and you allocate too much of it to video memory, your laptop's performance will significantly degrade.
