I just said this to another person. so Fortnite is online base game so the thing is way more important is you internet and not your hardware, call your internet provider, check your ping, so all you should worry is your internet because Fortnite can run on super low pc built without any problems, base demand of fortnite is Internet and not high hardware. so once again fully check your internet.
i just connected my old gtx950 and it works fine, my internet ping is 1ms and internet speed is 70mb/s
i think the problem is with the frame sync between your gpu adn monitor, the RX 580 is way better than the GTX 950;
so it generates too many frames that your monitor can't produce well.
so here what you should do :
1. turn v sync on in you fortnite setting so this will get off all the frames that you screen dont need.
2. try different monitor .
you can google it, higher frames than what your screen have ( at this case 60 frame but your game on rx 580 will be 100+ ) this will make stutter and screen tearing.
