[SOLVED] cpu clock higher then turbo boost

I got an i7 3770 with a gigabyte h61m-s1, 8gb (2x4gb) and a 1050ti, I didn't buy the i7 + mobo together, I had an i5 2310 but it passed away, now with the i7 my CPU clock it's higher than the turbo boost clock (3.9Ghz), sometimes it matches 4.1 ~ 4.2Ghz, when I turn off turbo boost on bios it should be stocked on 3.4Ghz but matches 3.7~3.9Ghz, I'm really concerned about that because my PC is getting really hot with those high clocks, I just wanna know if that is an issue with the mobo or the CPU, thanks in advance !!
 
Solution
Try turning on the balanced power plan. If that doesn't work, then I would probably try resetting the CMOS. It's not unheard of for a processor to continue boosting even while disabled in the BIOS, but it is odd that it is boosting so high.
