Which motherboard is better?

i have no idea why you would go with a build like that over Ryzen or a newer Intel platform. If I had to guess availability/cost where you live, plz let me know your reasoning though. That said if I had to choose between a x99 deluxe and the Rampage V...The rampage would win every time. I actually run a Rampage IV myself from forever ago it seems like. Short story long the Ramapge is a better quality part, especially if you plan to overclock. If you don't plan on a good OC though then the differences become more moot and motherboard specific.
It is a bit complicated and boring tbh.. The Rampage is more expensive but i can afford it. So you say that unless i want some good OCing, the Deluxe II is better? That's the only advantage of the Rampage? Better OC? Nothing else? (Apart from the RGB ofc)

The Rampage has slightly higher quality parts, mainly for the overclocking. Be it at subzero temps, water cooling or any other method you can think of. The deluxe is excellent whereas the as the Rampage is the best period (quality parts wise). The Deluxe is mostly more cost efficient if you didn't plan to OC...if your going to OC though the rampage is a better option.
