this is what I want was just wondering if there was any downgrades and keep the same performance, should i get DDR6 ram as well?. Current pc cant play wow and DL Patch for league of legends

You actually don't have high requirements. The biggest issue with your old build is the ancient CPU with very bad single threaded performance.

As pointed out above, your GPU is in fact excellent and is severely bottlenecked by the CPU currently. It cannot show its true potential until you upgrade the platform.

There is no need to go to extremes, however. Your proposed build is too expensive and overkill for what you want to achieve. You can get virtually any modern mid-range CPU, like Ryzen 2600/2600X, or i5 8400, pair it with 16GB of DDR4 memory, get a decent mainstream motherboard, SSD for a system drive, reuse your current GPU, put a 550W or 650W PSU inside (Seasonic is great btw) and call it a day.

If I were you I would:

1) Buy a new CPU, and this can be a new ryzen or even this new i5 https://www.tomshardware.com/news/intel-core-i5-9400f-price,38398.html, no need to get a top of the range CPU but 6 cores are necessary for streaming while gaming.
2) Get motherboard and 16GB RAM too with DDR4 RAM 3200 CL16 (or lower than 16), check that motherboard support the 3200Mhz RAM. This helps with minimum frame rate in games and doesnt cost much more than 2400Mhz RAM.
3) Sell the Motherboard CPU and RAM
4) Keep using the 970 or get a RTX 2060 instead of a 2080 to save money and get good bang for the buck.
5) Consider getting a 144Hz monitor for a much smoother overall experience and to get most out of your PC Visually when gaming.

This would be my list and order of upgrade.

Like other's say get rid of that CPU and upgrade that first. The 970 is still OK for most games but it is getting old and only has 3.5Gb usable RAM.

Ah I see that, AMD 970 confused me it seems. Sorry about that, no need to upgrade the 1070 then at all.
