I have an GTX 1050Ti Palit Dual, my coolers are always working, I mean they are working even if I am on desktop with every program turned off and when my GPU is under 60*, I want to know if it's normal because it's annoying to always spin, from what I heard most GPU's coolers start spinning only when they reach 60*.
My motherboard is an Gigabyte B450M DS3H

Solution

On a 'permanent' basis? Not exactly.

However, if you download something like MSI afterburner, it is quite probable you can control your fan curves with this software (it's compatible with most GPUs, MSI or not). Just make sure you have it set to start with your system and that your fan curves are reasonable. An upper limit for most GPUS is 85c or so.
