Question New power supply installed, but won't power up...MB dead?

My wife's computer decided it didn't want to power up one day, so I noticed there weren't any lights on the MoBo, So I figured the PSU was dead, so I bought a new one... Went to install it tonight, have all the cables hooked up like they were before, with the old one, but when I go to power it up, all it does is very briefly act like it's going to fire up, then dies. Pressing the power button after that initial trial, does nothing. If I manually switch the PSU off, then on again, it will do it's split second attempt to start, then goes dead again. I'm hoping it isn't the motherboard, but not sure what else it could be at this point.....any help would be appreciated.

Yes, I tried disconnecting the power to the CPU, and it's still not booting. Double checked all my SATA power cables, everything looks good. I just don't know what else it could be.... I've since replaced the mobo, CPU, and RAM, along with the power supply. The only thing not new is the SSD, and the video card. So, I'm still puzzled.
