[SOLVED] Is it possible to make my display smaller with black bars?

This probably sounds stupid but I have a 31.5" 1920x1080 monitor, but I find it too big, so is it possible I can make my display smaller using black bars and not lose quality?

In the NVIDIA Control Panel, go to Adjust Desktop Size and Position. You should see two tabs named Scaling and Size. Go to the Size section and enable desktop resizing. This should give you the ability to resize the viewport. Try your best to maintain the proper aspect ratio so the image is not distorted. You can also use scaling options to fix the distortions.

I have a Evga GTX 1060, so I have the nvidia control panel, but I'm not too sure of how to do this though if you can help me out, thanks :)
