I just found out that I had the same problem with my Ryzen 5 2600. (Recent 1st time build) It took me awhile to find the Ryzen Balance power profile. I may butcher this up but I found it by the following: Windows 10 Home (full version) Settings --> System --> Power & Sleep -->Additional Power Settings --> AMD Ryzen Balanced-change plan settings --> Choose Balanced (recommended)

Have you enabled the 'high performance' or 'Ryzen balanced' power profile in Windows? I causes all cores to boost more than they need to. If you use 'balanced', it will allow the cores to operate at their base frequencies so single-core boosts are higher.
