Well, I have only 1 8gb memory styck (screenshot below), and always half of RAM are being used (for onboard video I guess), no idea why this happen, but some games (such as GTAV) easily use the remaining 4gb, causing shuttering, are this normal? Is there any setting on BIOS or windows that I can deactivate this?

With some game loaded, on the left says that I have 8Gb, but usable memory only 7Gb

Without any game loaded (only browser using ~1.3Gb)

My configs are the following:
i5 6600k
Z170-p (last update)
8Gb Ram (kingston hyperX)
XFX 500 500W
GTX970 (windforce)

Solution
Installed memory (RAM): 8.00GB (Usable 7.07 GB) -
means ~ 1GB is hardware reserved (possibly for integrated graphics).
That is not half but only 1/8.

You can turn off integrated graphics in BIOS. It will not reserve ram for iGPU then.
