I need help with upgrading my PC.

Hello there,
I have my pc that is not really great for games, and i struggle to play games like Dota 2, Paladins and CSGO. I am on a very low budget, for instance 25$ maximum per part. My specs are:

Amd A4 4000 APU @3.0GHz

Amd Hd 7480D

4Gb RAM

500 GB Hdd space

500w chinese psu probably without 1x6 psu cable

Resolution 1366x768
Ingame settings: medium
Frames per second (fps) expected:
Around 60, nothing more

I dunno the specs of the other parts, cuz i am not able to open my pc, please don't ask why. I was planning on buying a HD 5670 combined with my cpu, which turns out to be pretty bad. And i am not quite sure about what cpu should i pick, if that will give me more fps ingame. In conclusion, what do you guys/girls think i should upgrade first? In total, i can spend around 40$ maximum on parts.

Alright,but,as I said , I only play those games and nothing else. That means that I should buy/pick new cpu with another gig of ram over the Hd 5670?
For the Hd 5670, i picked it cuz I heard that It holds good even today with these kind of games ( I mean Hd 5670 1gb ddr3). In terms of that, I also want my games not to lag, spike and have less fps than 30.

Yes those are the only 2 components you want to focus on if you are set to stay in this game intensity range. just pick any AMD FM2+ socket cpu that fits your budget and you can hold off on the RAM as long as your games are running ok with no other applications open at the same time.

There is another fact that if i run cpu with its integrated gpu, it uses its cpu power, and as it turns out, these games are cpu intensive unlike others. A6 6400k is a good choice as you said, their price agrees with my budget (around 20$) with another 2Gb RAM stick. What do you think about that?

The a6 uses integrated graphics so if you are looking for maximun CPU output you are going to want to get a GPU with it.
the cheapest GPU meant for gaming would be the r7 240 but that might be over budget. the r5 series are more for workstation use but they might work for gaming.
