[SOLVED] XFX RX 480 High Idle temps / possible throttling

I've had this XFX RX 480 8gb Black edition for about 2 years, and over time started noticing these problems. My GPU seems to run at very high temps. I get 45-50 degrees Celsius with 60% fan rate while im only watching a twitch stream with one monitor connected on 1920X1080 60hz. This gpu was very capable of running games like PUBG in the past pretty well. Currently, if i open PUBG with medium settings my GPU will be running at max temp (80-90) with Maxed out fan speeds. I'm tech savvy enough to know the basics, how to assemble a pc, what the components are called - but nothing further. At this point my next step was going to be to purchase a fan replacement and reapply thermal paste, but i don't want to waste my time if the card is just on the end of its life span.

My rig consists of a MSI H110M Gaming motherboard, A 550w corsair modular 80w bronze psu, I3-6100K 3.8ghz dual core, 8gb since stick Corsair ddr4 2666mhz ram. (will be dual stick, other stick is being replaced) And then an XFX RX 480 8GB Black edition.

My computer case is the Ultra Gladiator mid-tower With two fans, One on the upper back side and one on the lower front side.

Please feel free to ask for any extra information.
 
Solution
1) I'd say 1 intake fan isn't enough airflow to keep a system like that cool.
2) If the GPU has been getting hotter over time, you could try removing the heatsink, cleaning off the old TIM and re-applying new.

Okay, Is it bettter to just get a new Video card or go forward with repairs? I am able to do either, and saving money wouldn't be a bad thing :p I am just asking to make sure that it isn't a very bad sign the card runs up to 90 celcius in the main menu of PUBG.
