Quad channel memory

I bought a x99 taichi mobo and in the description it says that ram channel d1 is not functional so my question is am I still able to run quad channel even tho channel d1 isnt working

If one of the channels is not working then triple channel would be the best (Hopefully, no promises as if there is ONE problem with the memory bus there could be other problems as well) you could hope for. Personally, I would not recommend buying ANY motherboard that has a known issue with any part of the architecture. One problem almost ALWAYS leads to further problems at some point.

There could be any number of reasons why one channel or slot isn't working including problems with the memory controller on the CPU in question, problems with the pin bed on the motherboard, problems with the memory modules in use or problems with the memory bus itself on the motherboard. If there is an actual problem with the board, I'd avoid that board...
