You can but it's pointless if you are playing at 1080p because the 1070 can deliver many more FPS at that resolution than the quantity the FX 8320/8350 can deliver.

Another example to help you picture this: The i5 4460 was commonly recommended as the best match for the GTX 970. Depending on the game, the GTX 1060 (or the RX 580) deals between 5% and 20% more FPS, so the 4460 starts to be not powerful enough to feed those cards with high CPU demanding games. The i5 4460 delivers between 10% and 20% more FPS than the FX 8350, so the maximum GPU the FX-8350 can handle is something near a GTX 970.

So, final words. Upgrading to a FX-8320 or a FX-8350 you will definitely...

That processor (FX-4300) is very, very weak, it is probably even limiting your GTX 1050Ti performance. You should upgrade it to a FX-8330 or FX-8350 and check how much the performance improves (which will probably be a lot). Anyways, I wouldn't get anything better than a GTX 1060/RX 580 or a RX 590 as much because the FX processors can't really handle such powerful cards, unless you are trying to play at 1440p or 4k.

The issue with going to any higher fx series cpu is you are still stuck with the bad single core performance thus seriously hampering the upgrade potential. The investment needed to be able to run a gtx 1060/ RX580 without too much bottlenecking is not worth it at all.

In this case the best thing to do is save up for a new system entirely.

The single core performance is only an issue in very isolated scenarios. If he can upgrade to a 8330-8350 for a cheap price, it will definitely make its PC live much longer and not need to make a big investmen in a whole new system, which means new CPU, new MoBo, new RAMs, etc.

But for the future, after upgrading the processor, if you want to upgrade the 1050 Ti, the 1060 is just noticeably above of the maximum that your CPU can handle. The middle ground, I think the best match is a GTX 970, which will deliver around 30% more FPS than the 1050 Ti when paired with the FX-8320/8350.
