I want to upgrade my cpu i currently have an Intel Core i5 4460 and my gpu is a GTX 970..... but i dont know what to upgrade to. Im looking for a speed upgrade (i heard SSD's help?) as my computer boots slowly and runs slowly as of late (not a virus and ive already updated drivers, cleaned computer etc.) i also play games like Fortnite. Im looking for something under $200 if that is possible if not $250 is max.

Definitely get an SSD and more RAM if you don't have much. Those 2 things will help speed up your system more than hyperthreading would. If you have less than 8GB of RAM you need to get at least 8GB. These days 4GB isn't enough on Windows 10 and it will be quite sluggish. I recommend 8GB of RAM if you're a normal user but 16GB if you like to leave lots of things open.

That's a pretty good CPU for the GTX 970. I think your slow down is probably related to something else. You say you did a Virus scan? How about doing a malware scan. Malware, bloatware, ad-ware, etc can really hog resources and slow down a system.
Next clean up junk/used files, settings, registry glut, registry errors, etc that slow down a PC. Give CCleaner a run.
Then disable as much stuff in your tray that starts with Win as possible. Run that stuff on an as-need basis only.

If you still feel the system is slow, let us know what motherboard you have. Likely, you can upgrade to a i7-4xxx processor, but not for under $250 unless you want to buy used... maybe.

The best way to speed up an older system is adding an SSD and making it your OS and "main programs" drive.

A close second is to do a fresh clean windows reinstall. Not a repair or an "upgrade", but fresh install from scratch.

You have pretty good CPU. As your PC running slowly it might be because of some malware, try to clean up your PC. Also you want to upgrade your PC in a budget of 250 so the only thing i suggest you to upgrade is get an SSD it definitely boost up your PC performance
