[SOLVED] Ryzen CPU not working full speed

I recently have been having issues in with my Ryzen 7 1700x CPU with it not running close to the base speed (3.60 GHz). I have done a UserBenchmark for it, and the highest percentage of utilization (on task manager) was 61%, and it was at a speed of 2.20 GHz (which was the highest speed it hit). I used CAM (from NZXT) to monitor the temperature while running it the benchmark, and it stayed around 50-60 Celsius. I've seen others have issues with power plan and temperatures, both of which I've ensured are not the problem (power plan CPU usage is minimum 90% maximum 100%, said temp earlier). I was wondering if I didn't have enough power, but I think my 650 watt is enough. Specs:
Ryzen 7 1700x (Not OC)
GTX 1070 ti (Not OC)
24 GB RAM (3 x 8 GB, 2400 MHz not OC)
3 Drives (120 GB SSD, 1 TB HDD, 1 TB SSD)
650 watt PSU
B350 Tomahawk mobo

Also, I downloaded AMD Overdrive, which screwed up my PC completely. My PC blue-screened every time the login page of Windows popped up, and I ended up formatting my 120 SSD (holding Windows) and wiping everything off of it, including AMD Overdrive. And I used to have CPU-Z, which said my base speed was also at 3.60 GHz

Dont shoot me as I'm in like 10 threads helping right now but update your bios if you haven't already done so, make sure windows power plan is in ryzen mode, and disable cool n quiet in bios

Yeah, I had Ryzen Master but it seemed like it wasn't bumping my speeds to normal and showed that my peak performance was 2.20 GHz. I kept restarting my computer after clicking apply on Profile 1 that had my CPU set to normal speeds and it never changed, but CPU-Z showed normal speed capability (not current speed though). And I reinstalled Windows on my 120 GB SSD drive and kept the other 2 when I had issues with Overdrive. When I got the PC, I installed windows then, not a carry over.

In my bios I do have my CPU set to 3.6 GHz, and game boost and x-amp are both off if that matters.

whoops, completely forgot about that. Here's my new userbenchmark:

On task manager I saw the peak speed was still 2.20 GHz.
On Ryzen Master it says the peak speed is also 2.20 GHz on the left side. No matter how many times I click Profile 1 and put the speed to 3.6 GHz and click apply and restart my computer, I come back to see it still stuck at 2.20 GHz as the peak speed.
