I have a gaming laptop with a 965m and an i7-6700HQ. I'm getting lower fps values than the other gtx 965m users. My drivers are up to date. These are my UserBenchmark results:

This is the result that is tested 1,5 years ago:

UserBenchmarks: Game 34%, Desk 57%, Work 43%
CPU: Intel Core i7-6700HQ - 61.1%
GPU: Nvidia GeForce GTX 965M - 30.6%
SSD: Nvme SAMSUNG MZVLV128 128GB - 77.9%
HDD: HGST Travelstar 7K1000 2.5" 1TB - 64.2%
RAM: Samsung M471A2K43BB1-CPB 1x16GB - 35.5%
MBD: Asus GL752VL

And that is tested yesterday:

UserBenchmarks: Game 31%, Desk 64%, Work 47%
CPU: Intel Core i7-6700HQ - 70.9%
GPU: Nvidia GeForce GTX 965M - 25.9%
SSD: Nvme SAMSUNG MZVLV128 128GB - 89.2%
HDD: HGST Travelstar 7K1000 2.5" 1TB - 68.9%
RAM: Samsung M471A2K43BB1-CPB 1x16GB - 38.9%
MBD: Asus GL752VL

User benchmark is very susceptible to any programs that are open, or running in back round. I would disable anything running and try a fresh benchmark. User Benchmark is a very general benchmarking tool. It is more of a hardware review program to let you know if you should upgrade any hardware more than an exacting benchmark for your hardware output.

Yes these aren't too far off but two years ago, when i play games (like GTA V, R6 and CS: GO) i was getting higher values up to 2x performance. Now, i can't get even 60 FPS in CS: GO or GTA V. For example when you look at older test, the Lighting test's result is around 100 FPS. But if you look at the newer one, the result is around 45 FPS. As you can see, there is a clear difference between these two tests.

Background usage was under %10 at both of them.
