CPU Usage spiking and pc laggy

I have recently noticed my CPU usage jumps from around 15% to 70-80% randomly when im just on the desktop, also my PC has started to stutter or become laggy for moments when opening a simple window, for example if i right click ''sounds'' on the bottom right my pc will lag and stutter and it wont open for 3-4 seconds. Also i have noticed in games i will get random stutters and fps drops any help to diagnose this problem and resolve it would be appreciated thanks.

My PC:
Processor: Intel(R) Core(TM) i5-8600K CPU @ 3.60GHz, 3600 Mhz, 6 Core(s),
GPU: MSI geforce 1080 4gb
Mobo: Asus prime Z370-p
RAM: Corsair 16GB 3000mhz
Hard drives: 238GB Crucial_CT256MX100SSD1 (SATA (SSD)
931GB Intel Optane+932GBHDD (RAID (SSD))
PSU: Corsair TX650M
Cooling: All in one Water cooled CPU

I did and also i have recently reinstalled windows 10 on it fresh just to rule out any virus or programs that could be causing issues.

First thing go into bios and enable xmp to get your memory up to speed.

After that rerun the test and see what speed your cpu reaches. It's a bit low but not freak out low.

Also check that turbo boost is enabled while in bios to set xmp

the cpu and disk went to 100% usage during the benchmark guess thats normal?
the temperature of cpu went as high as 90c

Edit: I dont know why its now saying ''Performing below potential (38th percentile) - ensure that a dual+ channel XMP BIOS profile is enabled'' for RAM i just enabled xmp and its already in dual channel according to the bios

It's not quite running at 3000mhz for some reason. 90°C on the CPU is definitely throttling doing that benchmark but it shouldn't be that hot at the desktop.

What are your temps idling?

Look at the memory tab on cpuZ see if it say 1500mhz for your ram or like 13 something

cpu idles around 45c, DRAM Frequency on cpuZ says 1372.4Mhz

it didnt give me options to enable a specific mhz it just said profile 1 or OFF for xmp. the bios was updated recently it has the latest version.

Just looked it says 3000mhz under profile 1, didnt see at first so its suppose to be getting 3000mhz
its getting 2744mhz is the 3000mhz an estimate, or should i be getting exactly 3000?

Since you mentioned steam, do you always have the steam logo on deslktop while you are on computer? If you do the lagging could be steam auto updating and downloading files during computer use and gaming. I would disable auto updating if you have that enabled.

it happens without steam open on all applications i simply opened discord yesterday and the cpu usage went to 80% while opening it also the temperature while playing csgo which is not a heavy game to play is as high as 80c for cpu

Also if your cpu is at 90c then your cpu is throttling back trying to cool itself which would cause lagging, and bsod. I would check interior of computer for dust on the cooling fan, case fans etc and clean them if need be. You really should not be going over 80c especially if you are not gaming. And you should probably visit your coolers program and turn up the fan cooling curve or set it to performance level to cool it off more aggressively.

i recently put a fresh windows 10 on it so i doubt its a virus or it needs a cc clean i also cleaned out all dust inside and out of pc its strange because my pc is less than a year old.
