What is the best AMD and Intel CPU to pair with an RTX 2070 ?

Currently the I9 9900k on the Intel side.
2700x on the AMD side.
9900k > 2700x though.
This doesn't matter as much if you're playing at 1440p. Even less so at 4k.

AMD Threadripper 1900X or an i7 is not enough for 2070?

You asked for the best, and I told you the best(current)...
Even I7 9700k or I5 9600k will be fine.
Don't bother with threadripper, 2700x will do more for cheaper.
