Need help with my PC please

I just built a PC but I am having an issue. Everything is plugged in correctly, the computer flashes LEDs for .5 sec then shuts back off. The CPU and cooler are installed correctly, in using the right screws for the motherboard. I tested all the ram slots. It just doesn't hold a steady boot. Just flashes then shuts back off.

Intel i5 7400
2x8gb ripjaws 2666 ddr4 ram.
Gigabyte 1070 ti.
Corsair h60 cooler.
Evga 600w psu
256gb samsung ssd

Cpu and motherboard are not compatible. The 300 series motherboards only work with 8th & 9th generation CPU’s and you have a 7th generation.
