ryzen turbo to base clock

I have a ryzen 7 2700x. it's base clock is 3.7ghz and boost is 4 - 4.3ghz so is it possible to remove the boosting option and make the 4.3ghz the base clock

if u have water cooler (atleast 240mm radiator), then it is possible

That's called overclocking. And getting a 2700x to an all core 4.3 takes a bit of tweaking. Also takes an AIO cooler and quality motherboard.
