CPU speed doesn't reach the maximum while working

Hi guys
I have a MSI Gaming Laptop with intel core i7 5700HQ 2.7GHz CPU. When the power option is on high performance the CPU speed in task manager is 3.5 GHz while the laptop is idle (Because I set the minimum processor state on 100%). but when I'm saving a PNG with high compression in Photoshop i realized the CPU speed goes to 2.7 GHz.

So what's wrong? Is this ok? Why PS doesn't use the whole speed?

Thank you for the fast response.

But my problem is that Photoshop only uses 2.7Ghz of that maximum 3.5Ghz. So what can i do for it to uses the extra power?

PS:I'm wondering if I misunderstood the whole concept of speed?
