what is HT frequency???

I'm using amd athlon II X4 640 CPU and ECS MCP61M-M3 motherboard.
I was meant to turn on ACC and overclock my cpu but there wasn't menu for those.
and I found HT Frequency menu, and it was set Manual and HT Frequency Value was 200 MHz.
I raised it to 400 MHz, and I can see no different.
So... Can I raise it to 1000 MHz?
and Will it have no damage to my CPU and Motherboard?

From what I can remember, HT frequency usually should be ~2000MHz on Phenom II platforms (includes Athlon II), although I have zero experience with your specific motherboard. Bear in mind, HT frequency is NOT FSB frequency. Do not raise the FSB too far as this could cause instability and possibly damage things if the motherboard isn't great. HT frequency however shouldn't cause any issues unless you seriously overclock it. Try it at 1000MHz and see if everything still runs fine.
