High Temperature on i7 7700(non k) while idle.

Hello, I recently built a new PC and I can't seem to figure why the temperatures are idling around at mid 40-degree Celsius while idle. I've seemed the follow everything instruction carefully, even redid the installation of CPU cooler and applying thermal paste thrice but it did not change much. I've used Arctic MX-4 for thermal paste and Deepcool - GAMMAXX 400 for my CPU cooler. I noticed when launching Google Chrome it would spike to 60 degree Celsius then stable back at mid 40 to 50. 

Side Note: I've used my Intel i7 7700 chip previously for 1 year on a different motherboard and swapped it to my new build.

I've also updated the bios of MSI B250 PC MATE motherboard could that be an issue? This was the one I used https://i.imgur.com/1ER9o0r.png



Could the volts be an issue?
