I recently purchased https://www.ebay.com/itm/Gigabyte-AMD-Radeon-HD-7950-GV-R795WF3-3GD-3GB-GDDR5-SDRAM-PCI-Express-3-0-/202561643437?_trksid=p2047675.l2557&ssPageName=STRK%3AMEBIDX%3AIT&nma=true&si=0iBfU7%252FO8y6x1NbntRINDWxWsFI%253D&orig_cvip=true&nordt=true&rt=nc
to put into : https://support.hp.com/us-en/document/c03189539

If I use my old 7670 everything is fine.
However, if I replace it with the new 7950 using a 6 pin and the 6+2 pin connector the fans spin but nothing else happens!
Did I get a DOA card?

Solution
Maybe, hard to say,but still think this prohibits using the HD 7950. Maybe talk to HP,open een account on their support page.

Maybe the maker of the gpu makes a difference. Think from what i remember is that the gpu is on the supported list so can't see any other reason for not working.

See a security tab, what under there? Clicked abit further and there under "Secure Boot Configuration" should you find the "secure boot" and legacy support" options which you should change. So secure boot to disabled and legacy support to enabled.
