All you need to do is that you need to create a new Group Policy Object in the Group Policy Management console, configure the new GPO with the appropriate settings, and then link the GPO to the entire domain.
Once you have successfully configured the new GPO with the correct settings, all the domain client computers of your organization will start allowing the Remote Desktop connections with or without the passwords.
Here is how you can configure the Windows Server 2012 domain to allow the client computers to accept Remote Desktop connection even if they do not have any password:
- Log on to the Windows Server 2012 Active Directory domain controller with the Enterprise Admin or Domain Admin account credentials.
- If not already started, initialize the Server Manager window from the bottom left corner of the screen.
- On the opened Server Manager window, from the top right corner, go to the Tools menu from the menu bar.
- From the displayed list, go to Group Policy Management.

- On the opened Group Policy Management console, from the left pane, expand Forest > Domains.
- From the expanded tree, right-click the name of the domain. (MYDOMAIN.COM for this demonstration.).
- From the displayed context menu, go to Create a new GPO in this domain, and Link it here.

- On the displayed New GPO box, specify the name of the GPO that you are creating in the Name field.
- Optionally, you can choose a starter GPO from the Source Starter GPO drop-down list.

- Click OK when done.
- Once the new GPO is created and linked, right-click the created GPO.
- From the displayed context menu, go to Edit.

- On the opened Group Policy Object Editor snap-in, from the left pane, under the Computer Configuration section, go to Policies > Windows Settings > Security Settings > Local Policies > Security Options.
- Click to select the Security Options option from the left pane.
- From the right pane, double-click the Accounts: Limit local account use of blank passwords to console logon only option.

- On the opened box, make sure that you are on the Security Policy Setting tab.
- Check the Define this policy setting checkbox.
- Once checked, click to select the Disabled radio button.

- Finally click OK to save the changes that you have made.
- Close the Group Policy Object Editor and Group Policy Management snap-ins.
- After closing, press Windows + R keys simultaneously to initialize the Run command box.
- In the available field in the Run command box, type the GPUDATE /FORCE command and hit Enter key to apply the new group policy settings.
