In either case, there are 2 most recommended solutions, and any one of the given solutions can resolve your issue. All you need to do is that you need to try the first method first, and if it fails to resolve the problem, you can then try the second method.
The methods that you must follow to resolve the issue are:
METHOD 1 – Using Command Prompt
- Log on to Windows 8.1 computer using the administrator account.
- On the Start screen, hover mouse to the top right or bottom right corner of the window.
- From the displayed Charms bar, click the Search option.

- From the options pane that appears next, in the available field, type CMD.
- Right-click the Command Prompt app that is displayed in the list.
- From the context menu that appears, click Run as administrator.

- On the User Account Control confirmation box, click Yes to provide your consent to continue.
- On the opened Administrator: Command Prompt window, type the SFC /SCANNOW command and hit Enter key to start the scanning process.

- Once the scanning is complete, restart the computer in order to allow the changes to take effect.

By following the above steps, it is likely that the issue should be resolved. In case the problem persists, you can follow the steps in METHOD 2 given as below:
METHOD 2 – Using Troubleshooter Software
- Gain access to any other computer that has active Internet connection.
- Once you are logged on to the computer, open any of your favorite web browsers.
- In the address bar type the URL:
http://download.microsoft.com/download/F/2/4/F24D0C03-4...
- As soon as you will press the Enter key after typing the above URL, the troubleshooter cabinet file would automatically start downloading.
- Once the cabinet file is downloaded, double-click the file and follow on-screen instructions to troubleshoot the issue.
- After the troubleshooter has done its work, restart the computer to allow the changes to take effect.
