1. Budgeting.

Count your money and know you budget as this will decide on what hardware you should be picking.

So from the top to the bottom:

CPU: Stands for Central Processing Unit. This chip is 1/2 the brains of your PC. When choosing your cpu, Attempt to buy the best one you can afford, an example of doing this wrong is a Intel Core i3 4330 is 129.99, However, The AMD FX 6350 is also 129.99. The better option for a gaming rig is the 6350, as its fast enough to handle 2 mid-range GPU's and not be the performance bottle neck while the Core i3 may only handle one GPU before being the bottle neck. How ever, remember that Amount of cores and Gigahertz aren't all that matters, theirs also cache, performance per core, heat generation and over-clock-ability.

CPU Cooler: This it the part that keeps your cpu cool while your playing games. This is extreamly important, as the 'stock' intel and amd cpu coolers are generally to small and loud most peoples liking.

There are two kinds of primary cpu coolers available. The first one we will discuses is Air coolers. These coolers work in a fashion where the cooler is mounted to the motherboard, uses TIM, or Thermal Interface Material to transfer heat from your cpu's Integrated Heat Spreader to Copper pipes, usually 6-8MM thick, that attach to aluminum fins that dissipate heat by having a fan blow air across them

The second kind of cooler is a All-In-One or AIO Water Cooler. Just to clear things up, These are simple, zero maintenance water coolers that simply mount in a fan space inside the case and attach to the CPU. No refiling, Tubing, ect ,ect involved. easy a a big air cooler. These coolers are often more effective then a air cooler for a confined space, as they almost never have issues with ram clearance, over heating or acoustics.
